CRITICAL UPDATE: New Federal Requirements Coming
Federal law passed July 4, 2025 will change HUSKY D eligibility rules. Income limits stay the same, but new requirements start in 2026-2027.
What’s Changing:
Cost-Sharing (Starts October 1, 2026):
- Members earning over 100% FPL must pay copays
- Up to $35 per doctor visit or service
- Total costs capped at 5% of family income
- Primary care, mental health visits exempt
Work Requirements (Starts January 1, 2027):
- Must work or volunteer 80 hours monthly
- Or earn at least $580 per month
- Applies to adults 19-64 without minor children
Exemptions from work rules:
- Pregnant or postpartum individuals
- Parents with children under age 14
- People with disabilities
- Those with substance use disorders
- Medically frail individuals
- Recently released from prison (90 days)
More Frequent Checks (Starts January 1, 2027):
- Eligibility reviewed every 6 months (not yearly)

Connecticut offers four HUSKY Medicaid programs. Each serves different groups.
HUSKY A covers children, pregnant women, and parents with kids.
HUSKY C covers seniors, blind, and disabled individuals.
HUSKY D covers adults ages 19–64 without children.
HUSKY Plus helps pay Medicare premiums and costs.

Who Qualifies for HUSKY D Medicaid?
You must meet all requirements to qualify:
Age: You must be 19 to 64 years old. Seniors age 65+ qualify for Medicare instead.
Income: Your household income must be under 138% FPL. Connecticut uses Modified Adjusted Gross Income (MAGI).
No Children: You cannot have dependent children under age 19. If you do, apply for HUSKY A.
No Medicare: You cannot already have Medicare coverage.
Not Pregnant: Pregnant individuals qualify for HUSKY A prenatal coverage instead.
Connecticut Resident: You must live in Connecticut.

HUSKY A vs HUSKY D: Key Differences

HUSKY A (Children):

HUSKY A (Pregnant):

- Coverage lasts 12 months after birth
HUSKY D (Adults):
- No children allowed in household
- Income limit: 138% FPL
- For childless adults only

What HUSKY D Covers
HUSKY D provides full Medicaid benefits. Coverage includes:

- Prescription medications

Current Status (Through September 2026):
- No monthly premiums
- No copays or cost-sharing
Starting October 2026:

How to Apply for Connecticut Medicaid
You can apply three ways:

2. By Phone: Call 1-855-805-4325. Application assisters help you apply.
3. In Person: Find a local application site. Visit Access Health CT to find locations near you.
You’ll need:
- Proof of identity (driver’s license or ID)
- Proof of Connecticut residency
- Social Security number
- Income documents (pay stubs, tax returns)
Applications are processed within 45 days. You may get coverage faster.
Recent Changes to Connecticut Medicaid
October 2024 Change:
Connecticut reduced HUSKY A income limits for parents. The limit dropped from 160% FPL to 138% FPL.
About 15,300 people lost coverage. Most got one year of transitional help.
HUSKY D Income Limits Stayed the Same:
HUSKY D limits remain at 138% FPL. No changes to income limits occurred in 2024 or 2025.

Asset limits apply:
- Single person: $1,600 in assets
- Couple: $2,400 in assets
HUSKY C uses different eligibility rules. It’s not MAGI-based.
